  1. Update PR template instructions 

    - Suggest to **remove** the non applicable sections instead of filling with "N/A"
- Moves "checklist" into commented instructions, because it should be a reminder to the author, and it triggers [GitHub task lists](https://docs.github.com/en/issues/tracking-your-work-with-issues/about-task-lists#about-issue-task-lists)
