  1. Make tests run 

    MockBukkit is based on Paper, so I moved all the tests to the Paper module. Previously we were kinda pretending that MockBukkit was Spigot anyway, so maybe we can keep doing that to get coverage on the Spigot version of code as well.

- Make them succeed
- Implement for more versions
- Re-enable GH Actions

  1. Fix registering commands in test environment 

    Plugin commands are usually only available on Paper once the server enables, which was replicated here.

Used ArgumentAdvancementTests to see what problems there was with command execution and suggestions.
