- Converts feature_requests.txt to _feature_requests.md.

- Adds foundation for API `3.1`. - Fixes bug where `'list' object has not attribute 'lower'`. - Fixes bug where `'list' object has not attribute 'strip'`. - Fixes bug where Weather Composite Chart Precipitation Bar resulted in an empty chart. - Fixes bug where some settings for Forecast Weather Composite devices would revert to their default settings when the configuration dialog is opened.
