  1. Added <J> and Serial1 

    Added DccServer.cpp and .h files with bare-bones <J> command for
storing serverID in EEPROM.  Created test <u> command to blink pin 13
LED.

  1. Implemented circular serial loop successfully 

    Round-robin of 3 Arduinos using <#N COMMAND> structure.  Next step is
creating master reader for Serial1. Also need to tidy up Serial1 -
define BUS macro.
