Good guidelines for making a package are inherent in https://github.com/audreyr/cookiecutter-pypackage and there is a good blog post that discusses this in detail, Open sourcing a python project the right way

I'm planning on using dvn_client for researchcompendia/researchcompendia#150 and ideally I'd like to take care of this so I can include this as a dependency that works with pip.

Feel free to assign this to me, unless someone else is working on it already.
