Describe the bug
Plugins are not working anymore, as qpv-plugins hasn't been added as a dependency

To Reproduce
Steps to reproduce the behavior:

1. Open an image
2. Select an effect to apply
3. See error

Expected behavior
We should be able to retrieve the qpv-plugins.dll.
