Derived TrackedCollection from AttributeValueCollection
The `TrackedCollection` will provide the same basic functionality of `AttributeValueCollection` and, in fact, act as a base class for `AttributeValueCollection`. Since much of the code from each will derive from the current implementation of `AttributeValueCollection`, both classes should share the same git history.
