• 1. Create a draft of the merged third part notice from https://github.com/PowerShell/PowerShell/blob/master/ThirdPartyNotices.txt and https://github.com/PowerShell/PowerShell/blob/master/license_thirdparty_proprietary.txt into https://github.com/PowerShell/PowerShell/blob/master/ThirdPartyNotices.txt
• 2. Have Legal review the draft, noting that we will add license.txt to the package
• 3. Create PR wit the update
• 4. Add license.txt to all packages
