Add notifications icon to home screen

As a user I want to

see an icon with badges telling me I've got news

so that I

know what updates have occurred.

Acceptance Criteria

• I can see bell with badge number in top right of home screen.
• Clicking/Pressing on it navigates to the notifications screen.
• Unread notifications are marked by a different color indicating to me which ones I need to read/focus on.
