Describe the bug
When recording an OS -> Hotkey, pressing the ENTER key as the first entry doesn't record both Key_UP & Key_DOWN actions, only the key down part. This re-occurs on a longer string (ie enter|any key|any key|enter).
A work around is to try several times and eventually it records both.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'HotKey -> OS -> Keys Config'
2. Click on 'ENTER'
3. See error

Expected behavior
Pressing the enter key should record both Key_UP & Key_DOWN.
