Great, I'll merge this, as it will fail all new prs but also help us see how new changes impact the test suite - Circle CI can not do that right now! |

This ONLY adds running tests to ci . we need this to test everything that is coming in.
This is the only time i'm going to just merge things
This does not impact our code base but we will want to update it when we are ready to deploy.
The tests do NOT run successfully now but this pr does not impact that.
