Why is this needed?

We released Powertools for AWS Lambda Python v3.25.0 on PyPI (https://pypi.org/project/aws-lambda-powertools/), but we're unable to publish the Lambda layers until the UAE region (me-central-1) is fully operational again. According to the AWS Health Dashboard, recovery is in progress.

In the meantime, the new version is available via PyPI. We'll publish the layers as soon as the region is back up.
