DCMA takedown policy should be more prominent #104
Description
We currently have an SEO and a usability problem w/r/t DMCA requests.
On two occasions we've received DCMA takedown requests directed to AWS regarding PDFs we host on S3. There is no clear/obvious way to get back from s3.documentcloud.org to figuring out where our DCMA take down information is (and googling things like "DocumentCloud DCMA" also isn't effective).
- it should be possible to get to our terms of service from every HTML page at the very least (including document viewer pages).
- We should figure out what ways we can link back into DocumentCloud from raw PDFs we host.
