  1. Remove static from functions that should have external linkage. 

    This caused errors during linking, when building without the amalgamation.
This change fixes that.

  2. Remove sqlcipher_profile_callback() declaration from header file. 

    Since it has internal linkage, it shouldn't be declared in the header file. It
would not be possible to call it from another translation unit.
