Syncing the Financial action with wallet aren't always in order

**Describe the bug**
Sometimes the synch of financial actions between accountant and wallet are out of order and cause error.

**To Reproduce**
Steps to reproduce the behavior:
1. Create two financial action as parent child
2. The transfer service of wallet fails to transfer the parent
3. child transfer fails!

**Expected behavior**
Skip child action when parent is not processed
