Feature request

I see there are several open tickets about selecting a , or a ; for the seperator.
It turns out it is a regional setting for microsoft.

For example this page as mentioned in issue 248 says:

"In some regions (Europe for example) Excel files downloaded from the Harvest Admin in the format .CSV (comma delimited) will not open correctly and the data within will be displayed incorrectly."

Is there a way this can be "fixed" in react-csv by detecting the region and therefore the default seperator?
