CLI Support for Placement Groups

The recent release of Placement Groups is supported in the console UI and in the API. However, as a way to improve the ease-of-use, and to support one of our most important clients for this feature, Macy's, we also want to support PGs via the CLI.

This should include all actions available in the API for Placement Groups and the associated fields for VSIs. User stories include:

• Create a new Placement Group
• Delete an empty Placement Group
• Assign a new VSI into an existing Placement Group on provision
• Remove a VSI from a PG only by deleting it
• Return a list of Placement Groups
• Return a VSI's Placement Group in its device details
