Spark 4 connect support using AgnosticEncoders from sparkutils.frameless 1.0.0. Split jar deployment (allowing api only interfaces for connect jvm clients) and changes to the interface required to support connect.

As of this release 2.4 is removed, DBRs 9.1, 10.4, 11.3, 13.1 and 14.1 are removed, and support for Spark versions less than 3.4.1 and less than DBR 14.3 are deprecated. They will be fully removed in 0.3.0
