Currently, DynamicNPIs can only be activated for Symptomatic individuals.

Enhancement description

The new implementation should be more flexible allowing implementations of dynamically activated NPIs for hospitalized or itensive care cases as well as for user-defined groups of InfectionStates such as Infected and InfectedVaccinated (if these exist in the model).
