Duplicate issue

• I've searched for any related issues and avoided creating a duplicate issue.

Description

Tasks stealing is only started on worker node that have been used at least once and reaching 'idle' state. Worker nodes never used will never steal tasks. Never used worker nodes are unlikely, but tasks worker node affinity can expose setup with worker nodes dedicated to tasks stealing.
