Spout downloads vip.yml, servers.yml, special.yml and splashes.txt from a server every launch.

While most assets should be local, these assets specifically may change over time (especially the servers one) and having them update through a server would be beneficial. Though we would need to have fallbacks in case our servers aren't available for whatever reason
