Ability Network of Delaware Launches Campaign to Protect Essential Medicaid-Funded Services

Rundown from a $1 Trillion Federal Medicaid Cut Could Devastate Delaware’s Community-Based Supports for People with Intellectual and Developmental Disabilities, Mental Illness, and Substance Use Disorders

Wilmington, DE  (December 9, 2025 ) — The Ability Network of Delaware (A.N.D.), a statewide membership association of community providers supporting people with disabilities, announces the launch of its “Essential—for all of us” campaign, an effort to raise awareness about the critical role Medicaid plays in supporting Delawareans with disabilities and behavioral health needs.

Over the next decade, new federal Medicaid cuts could push Delaware into a funding crisis.Without action, essential community supports that help people live, work, and thrive are at risk. Family members may be forced to forgo or reduce their own employment to provide 24/7 care, people could face isolation instead of opportunity, and thousands of essential workers may lose their jobs.

“Community-based services touch every corner of our state,” said Carolyn Petrak, Executive Director of the Ability Network of Delaware. “We cannot balance the budget at the expense of services that allow people to live with dignity, independence, and connection. Protecting and prioritizing funding for these essential services means protecting Delaware.”

The campaign highlights the stories of Delawareans like Steven, who works proudly at the Laurel Police Department with support from Medicaid-funded employment services. His success demonstrates how vital these supports are—not just to individuals, but to families, workplaces, and entire communities.

“When we protect these services, we protect families, strengthen our workforce, and build stronger communities,” added Petrak.

The “Essential—for all of us” campaign will include a 75-second online ad, direct outreach to legislators, and a social media initiative to engage the public and policymakers.

On behalf of myself and the Ability Network of Delaware (A.N.D.) Board of Directors, I am happy to announce that we have chosen Carolyn Petrak as the association’s new Executive Director.

Carolyn has dedicated her career to advancing the missions of the Delaware nonprofit community. For the past decade, Carolyn has been an integral part of A.N.D.’s growth and prosperity, leading the organization through a highly transitional period. She has managed some of the association’s most successful projects in recent years, including its complete rebranding in 2016 and the massive public relations campaign that contributed to the passage and full funding of the McNesby Act.

Carolyn’s passion and commitment to the mission of the Ability Network of Delaware and its members has made her a trailblazer in Delaware’s advocacy space, positioning A.N.D as one of Dover’s most respected and successful advocacy groups.

Her reputation as a voice for Delaware community service providers has earned her seats on many influential statewide commissions and legislative task forces including Lt. Governor Hall-Long’s Behavioral Health Consortium, Senate Concurrent Resolution 65 Department of Health and Social Services Reorganization Committee and chair of its subcommittee to review the contractual practices of one of the Delaware’s largest state agencies.

She has used her talent to build strong relationships and coalitions with elected officials, state leadership and partners in the nonprofit community to advance A.N.D.’s public policy agenda to a nearly perfect record of unanimously passed legislation. Most notably, House Bill 303 creating an annual Behavioral Health Well Check for Delawareans, a first of its kind piece of legislation.

Carolyn brings energy and enthusiasm to the leadership of this esteemed organization that will undoubtedly raise its impact on the disability and behavioral communities in Delaware and beyond.

Congratulations to Easterseals of Delaware and Maryland’s Eastern Shore for their recent excellent review by the Commission on the Accreditation of Rehabilitation Services (CARF). Easterseals underwent a rigorous review of their Adult Day Health Services programs; Intellectual Disability Services programs, including Employment Services, Job Development and Community Integration; Outpatient Rehabilitation Therapy and Assistive Technology Services; Child and Adolescent Services and Early Intervention Services. In addition, Easterseals’ Governance and Administrative practices were surveyed including its Leadership, Governance, Strategic Planning, Finance, Risk Management, Health and Safety, Accessibility, Human Resources, Performance Measurement and Management, and Performance Improvement processes.

Ability Network of Delaware is quite pleased to share that Easterseals received a report back of zero recommendations for improvement placing Easterseals in the top 3% of all organizations surveyed! In the detail of the report several statements of accolade were shared as feed back including:

• Easterseals leadership members are highly regarded as industry leaders in their efforts to guide the organization, especially during the challenges of the pandemic.

• Health and safety are areas that are clearly a priority for Easterseals.

• There is a very healthy workforce development and management system in place at the organization.

The Ability Network of Delaware (A.N.D.) thanks the members of the General Assembly and Governor Carney for fully funding the McNesby Act, which was passed in 2018. The state’s FY 2023 budget increases funding for I/DD services by $16.4 million, which will draw down another $27.5 million in Medicaid matching funds. This funding is on top of the $17.2 million increase for I/DD services included in the FY 2022 budget, for a total of $42 million in state funds that have been invested in I/DD services since 2018. By passing the final installment of the funds recommended in the 2019 rate study, the state of Delaware is fully funding I/DD services for the first time since 2004, when the funding recommendations of the rate study that was published that year were acted on by the General Assembly.

The recommendations for funding increases in the rate studies done in 2008 (unpublished) and 2014 were never implemented. Another highlight of the legislative session that ended after midnight this morning was the passage of H.B. 303, which capped off four years of hard work by A.N.D.’s Associate Executive Director Carolyn Petrak and Verity Watson from Ruggerio, Willson, & Associates. This bill creates an annual pre-deductible Behavioral Health Well Check insurance benefit for Delawareans. This expanded benefit puts behavioral health preventive services on a par with preventive services for other health conditions, like diabetes. A 2013 survey by KFF found that the only preventive services specific to mental health in the 34 states that offered them was a screening for depression.

Governor John Carney presented his Fiscal Year 2023 budget recommendations to the General Assembly and the state’s citizens on January 27th. A.N.D.’s Executive Director Thomas Cook responded with a press release that requests increased funding of I/DD and SUD services. Cook also noted that more work needs to be done to rebuild the human services infrastructure to address workforce shortages and other long-standing issues. A.N.D. urges family members and advocates to write to the governor and their state senators and representatives asking that I/DD and SUD services be fully funded in the FY 2023 budget.

Two surveys were recently released with promising results. The first showed that Direct Support Professionals (DSPs) appear to be catching up with other health care workers in accepting vaccines and the second revealed that service providers are not too worried about the impact of vaccine and testing mandates. The Institute on Community Integration, in partnership with the National Alliance for Direct Support Professionals, published a report on a survey of 5,400 DSPs, with 69% reporting they had already been fully vaccinated. At the time the survey was conducted, 93% of their employers had not yet mandated vaccination as a condition of employment.

With vaccine and testing mandates on the horizon in Delaware, the results of a survey that A.N.D. Executive Director Thomas Cook asked aSuggestion to conduct suggest that most providers of I/DD and behavioral health services feel that vaccine and testing mandates will not make workforce shortages much worse than they already are (less than 5% of the 92 responding service providers felt employees would quit if vaccines became mandatory). Both surveys also gave additional qualitative information suggesting what accounts for vaccine resistance among DSPs and how service providers have been addressing it.
