In 2025, BFD, supported by UNFPA, continued delivering life‑saving maternal and newborn care, strengthening facility functionality, expanding community midwifery, and integrating GBV support within reproductive health services, despite significant funding constraints that reduced coverage.

Service Delivery (Key Interventions)

The project prioritized maternal and newborn health services, referral pathways, and facility operations support, with special attention to continuity of care in humanitarian settings.
Facility Types Supported: 14 BEmONC and 21 CEmONC facilities (within the 35 supported from Q2–Q4).
Mobile Medical Teams (MMTs): Two teams in Marib delivered 6,599 services in Q1, then stopped due to funding cuts.
Operational Continuity: Support included maintaining functionality through measures like solar power and equipment maintenance.

Community Midwives (Launched July 2025)

To bridge access gaps in hard‑to‑reach areas, BFD launched the Community Midwives activity in mid‑July 2025, deploying 26 midwives across 12 districts in Al‑Hodaidah and Dhamar.

Integrated RH–GBV Support

The project integrated GBV services within reproductive health care to reduce barriers, strengthen safe support pathways, and provide psychosocial services in trusted clinical environments.

To mitigate stockouts and service interruptions, BFD distributed Contingency Intervention Kits (CIKs) to 32 EmONC-supported facilities across 31 districts, with an in-kind value of USD 319,256.70.

DUTIES & RESPONSIBILITIES
  • Monitor the overall movement of therapeutic and preventive supplies and materials, coordinating with the project logistics officer, project coordinator, and relevant authorities to facilitate and ensure safe, secure delivery throughout the supply chain.
  • Clean the warehouse prior to receiving therapeutic and preventive nutrition commodities and before/after issuing; segregate and remove any damaged items.
  • Receive therapeutic items from the donor’s transporter to BFD warehouses; verify waybill quantities; confirm shelf-life/quality after sorting; record any shortages or damaged items and do not accept them; immediately inform Logistics.
  • Supervise palletization and stacking in line with donor standards, keeping items separated by type, clearly labeled, and with adequate spacing/ventilation.
  • When damaged/expired items are identified, segregate and quarantine them away from sound stock and promptly notify Logistics management and the project coordinator.
  • Continuously monitor warehouse conditions and inventory, and report any presence of pests, rodents, or humidity.
  • Submit weekly and monthly reports/summaries covering dispatches, stock counts, and receipts, and reconcile Storekeeper reports with Logistics reports.
  • Support regular meetings with the project coordinator on supply plans for therapeutic and preventive foods, and on distribution arrangements and scheduling to ensure timely delivery.
  • Comply with all organizational systems, policies, and regulations.
  • Work as required by operational needs, including during official holidays; attend meetings requested by the governorate coordinator or HQ; perform any other duties assigned by project management.
  • Ensure all reports are submitted on time as required by the operation.
  • Safeguard project assets and items under custody and return them upon request.
Required Qualifications & Skills
  • Preferably holds a relevant technical/scientific qualification.
  • Nutrition training related to CMAM is an asset.
  • Minimum two (2) years of experience in logistics and warehouse management.
  • Good IT skills with experience using MS Outlook, Word, and Excel.
  • High level of accuracy and attention to detail.
  • Effective oral and written communication skills, including handling phone and email inquiries professionally.

Supervision of Beneficiaries and Activities

Technical and Engineering Tasks
  • Participate in the assessment of all civil structures related to construction works to evaluate the condition of existing structures (market shelters, water systems, roads, canals, etc.) within FSL activities.
  • Supervise field data collection on all relevant subjects related to the structures (water, surveys, etc.) for FSL activities.
  • Contribute to tendering processes for infrastructure related to FSL activities.
  • Evaluate tender and bid documents.
Environmental Compliance and Reporting
  • Prepare environmental studies for projects, including environmental impact assessments and the development of appropriate Environmental Management Plans (EMPs) for each FSL activity project.
  • Develop a comprehensive environmental plan outlining preventive measures and corrective actions to ensure environmentally sustainable implementation of FSL activities.
  • Document all stages of project implementation (before, during, and after execution), including photos, videos, and other relevant documentation.
  • Develop success stories reflecting the impact of FSL activities on beneficiaries and the local community.
  • Carry out video editing and produce visual materials to highlight project achievements for awareness, promotion, and lessons learned.
Administrative Reporting and Follow-up
  • Prepare and submit monthly and periodic reports documenting progress, challenges, achievements, and lessons learned in FSL activities.

Required Qualifications & Skills
  • A university Bachelor’s degree in Civil Engineering;
  • Minimum 3 years of relevant experience in Infrastructure supervision, design and monitoring.
  • Advanced computer skills (AutoCAD, Word, Excel, PowerPoint, etc.);
  • Good analytical skills, process design skills and project planning and management skills;
  • Excellent interpersonal skills required, as well as the ability to communicate clearly and efficiently with a variety of audiences (e.g. beneficiaries, community committees, and other team members);

GENERAL JOB DESCRIPTION
MAIN PURPOSE: The MEAL Officer supports the overall Monitoring, Evaluation, Accountability, and Learning (MEAL) functions for the project. Serving as Aden Branch Supervisor, the post-holder provides strategic MEAL oversight for all projects and sectors managed from the Aden branch—coordinating directly with every Project Manager (WASH, Health, Nutrition, Food Security & Livelihoods, Protection, Education, Shelter/CCCM, etc.) to ensure coherence and quality. S/he will design, implement, and maintain robust MEAL systems; track performance against project indicators; ensure accountability to beneficiaries; and facilitate continuous learning to improve programming.
DUTIES & RESPONSIBILITIES
Planning and Coordination
  • Collaborate with all Aden-based Project Managers and their teams to ensure timely planning and implementation of start-up activities, aligned with each sector’s work plan.
  • With the MEAL Manager, design and implement a comprehensive MEAL plan based on each project’s logframe and work plan to measure progress against targets.
  • Develop and maintain performance-tracking tools (IPTT) for every project, ensuring activities are tracked and reported according to agreed milestones.
  • Ensure all project staff understand and adhere to their project’s logical framework, indicators, and objectives.
  • Provide technical supervision and guidance to MEAL focal points across Aden-based projects, harmonising tools and methodologies between sectors.
Monitoring and Data Collection
  • Develop monitoring tools, templates, and checklists to systematically measure project outputs and outcomes across all components.
  • Provide technical support and guidance to field staff for routine data collection and reporting.
  • Conduct trainings for project teams on MEAL processes, best practices, and data-collection methodologies.
  • Conduct scheduled and ad-hoc field visits throughout Aden Governorate, coordinated with the relevant Project Manager, to verify implementation and track progress; compile findings into Field Monitoring/Evaluation Reports with action points.
Evaluation and Learning
  • Plan and implement baseline surveys, Post-Distribution Monitoring (PDM), On-site Distribution Monitoring (ODM), Daily Distribution Monitoring (DDM), mid-term and end-line surveys/evaluations; prepare ToR and design appropriate methodologies.
  • Analyze data to identify trends, measure impact against targets, and produce monthly/quarterly performance reports for internal learning and donor compliance.
  • Record lessons learned, good-practice case studies, and success stories; share recommendations with project staff and management to inform adaptive management and strategic planning.
Accountability to Affected Populations
  • Implement BFD’s Complaints and Feedback Mechanism (CFM), ensuring multiple channels (hotline, media, suggestion boxes, etc.) are available.
  • Provide on-site sensitization so beneficiaries understand how to raise feedback and complaints through various channels.
  • Manage the CFM log, analyze and verify complaints, and ensure timely follow-up until closure; regularly update the MEAL Manager on status.
  • Produce monthly CFM reports, highlighting key issues, resolution rates, and lessons learned.
Quality Assurance & Compliance
  • Verify the quality and status of supplied items before pre-positioning; ensure warehouses and storage meet safety requirements.
  • Organize and supervise ODM to ensure distributions adhere to donor standards and safety protocols.
  • Oversee appropriate distribution-site selection to minimize travel distances and prioritize safety and convenience for vulnerable groups.
  • Implement routine data checks and validate incoming data to maintain integrity and accuracy.
Reporting
  • Work with the field staff to complete timely, high-quality daily, weekly, monthly, quarterly, annual, and final reports.
  • Ensure reporting meets donor requirements, accurately reflects progress against indicators, and addresses variances or challenges.
  • Maintain proper electronic and hard-copy archiving for all MEAL documents; ensure frequent data backups to mitigate data-loss risk.
Team Coordination & Capacity Building
  • Provide supportive supervision and on-the-job training for MEAL and field staff.
  • Foster collaboration between the MEAL team and project staff to streamline data flow and strengthen shared learning.
  • Line-manage MEAL Assistants/Data Collectors assigned to Aden-based projects; conduct regular coordination meetings with Project Managers to review MEAL performance.
  • Work with the MEAL Manager and Project Managers to review performance, propose adjustments, and drive continuous improvement.
Other Duties
  • Represent the Aden branch MEAL function in coordination meetings, clusters, and donor visits, ensuring all sectoral Project Managers are informed and engaged.
  • Perform any other relevant duties assigned by the supervisor to support successful implementation.
Required Qualifications & Skills
  • Bachelor’s degree in Statistics, Engineering, Social Sciences, or a related field.
  • Advanced certificate/postgraduate study in Monitoring & Evaluation, Project Management, or Humanitarian Practice (highly desirable).
  • Excellent command of English (speaking & writing) and strong working knowledge of Arabic.
  • Strong communication, presentation, and reporting skills.
  • Minimum two (2) years of progressive MEAL experience, including at least one (1) year supervising MEAL staff across multiple projects/sectors.
  • Experience in routine and end-of-project evaluations, MEAL plans, and informative report production.
  • Good knowledge of ERPNext.
  • Strong proficiency in MS Office and data-collection/analysis platforms (Kobo Toolbox, SPSS, Power BI/Tableau, ArcGIS, etc.).
  • Proven ability to integrate resource-management components in community and livelihood-resilience programming.
  • Prior experience coordinating with diverse Project Managers (WASH, Health, FSL, Shelter, Protection, Education) and harmonising MEAL tools across projects.
  • Previous INGO/NGO project experience is an asset; understanding of sustainable development, community development, and social/gender issues.
  • Experience with project development and results-based management methodologies; conducting surveys with community participation and accountability.
  • Excellent organizational skills; knowledge of humanitarian principles and protection mainstreaming.
  • Willingness to conduct frequent field visits throughout Aden Governorate.

“Bound by Determination: Eshraq’s Unyielding Journey to Walk Again”

Eshraq , a nine-year-old girl, regained her joy, smile, and hope in life after she regained her movement and ability to walk again following a hemiplegia on the right side. The Health and Humanitarian Protection Project, along with physical therapy activities, served as an inspiration to many citizens and beneficiaries, reaching a total of 209 individuals in the Souma’a, Radman, and Al-Madina Al-Bayda areas.

This humanitarian project falls within the strategic protection framework, aimed at supporting community mechanisms that enhance human rights, inclusion, safety, and dignity, while helping to identify and address protection risks.

Enhancing Social Accountability by using Community score card aiming to improve quality of services

Supporting Good Governance in YEMEN (SGGY) of GIZ with three Yemeni organizations as local project partner: Building Foundation for Development (BFD), Enajz Foundation for Development (EFD) will enhance social accountability by using Community score card to facilitate good governance through promotion of participation, transparency, accountability and informed decision-making.
The CSC approach brings together community members, service providers, and local government to identify service utilization and provision challenges, and to mutually generate solutions, and work in partnership to implement and track the effectiveness of those solutions in an ongoing process of quality improvement. Aiming to improve quality of health, Nutrition and WASH services in Hajr district, Hadramout governorate.
The project will be implemented in Hajr district as integrated to other project implementing currently by BFD (Strengthening resilience and social cohesion of the vulnerable population in eight districts in eight governorates of Yemen) funded by BMZ and Hajr is one of the targeted districts.
EFD targeted Hajar district in development programs, and it is considered highly suitable for this project, as it is possible to be integrated from the community structures that have already been framed and activated.

الهدف من التكليف
تقييم رضا المستفيدين عن جودة وفعالية خدمات التغذية المُقدمة في المرافق الصحية المستهدفة بمحافظتي حجة وريمة، وقياس سهولة الوصول إلى الخدمات، وجودة التعامل، ومدى مراعاة جميع فئات المجتمع والمعاقين، وتقييم آلية المساءلة المجتمعية.
المساءلة/ المسؤوليات
  • حضور الدورات التدريبية قبل النزول للعمل الميداني.
  • المساعدة في جمع البيانات بحسب متطلبات البرامج في مختلف أماكن التدخل.
  • زيارة المرافق الصحية ومنازل الاسر المستفيدين المحددة وفقاً لقائمة المستهدفات الموضحة في سجلات المرافق الصحية (كما هو موضح في الاستمارة).
  • تسجيل إجابات المستفيدين طبقاً للخيارات الموضحة في الاستمارة.
  • تمثيل مؤسسة بناء للتنمية بطريقة مهنية ومهذبة في جميع الأوقات
  • إرسال الاستمارات المكتملة للمشرف وفق الجدول الزمني المحدد من المشرف.
  • مراجعة البيانات مع المشرف الميداني والتأكد من دقة التسجيل قبل مغادرة الموقع.
  • زيارة الموقع المحدد والأسر، والافراد المختارين وفقا لمنهجية النشاط
  • مسؤول عن أمن وسرية البيانات.
  • التعرف على المشاكل المتعلقة بالحصول على البيانات أثناء النشاط وغيرها من التحديات وتقديم تقرير عنها، وذلك لدعم تقييم آلية جمع البيانات وإبلاغ المشرف عن جميع المشاكل.
  • جمع المعلومات بطريقة موضوعية ومناسبة وحساسة من خلال المراقبة الدقيقة، الاستماع بتمعن، وكذلك الاهتمام الكامل لجمع المعلومات من مختلف المصادر، وفهم النقاط التي يتم تقديمها عن الحالة
  • التمتع بروح العمل الجماعي، واحترام المبادئ الإنسانية (الإنسانية، الحياد، عدم التحيز)
  • القدرة على طرح الأسئلة المناسبة بما في ذلك التركيز على مراعاة نوع الجنس أو الأطفال أو المجتمعات الضعيفة
  • احترام للثقافة المحلية وفهم وتفسير ردود الفعل بطريقة تراعي الثقافات بين الجنسين
التقارير
  • تقديم تقرير يومي يوضح عدد الاستمارات المكتملة وأي تحديات أو ملاحظات خلال عملية جمع البيانات.
  • تسليم التقرير النهائي مع جميع البيانات المجموعة للمشرف الميداني في نهاية فترة النشاط.
المؤهلات والخبرة المطلوبة
التعليم شهادة ثانوية على الأقل (ويُفضل الحاصلين على شهادة جامعية).
الخبرة – خبرة سابقة في إجراء الاستبيانات أو المسوح الميدانية، ويفضل في مجالات التغذية أو الخدمات الصحية.
– الخبرة في إجراء مقابلة للأسر /المستفيدين.
– خبرة في إدخال البيانات.
المعرفة والمهارات  محايد ويحافظ على الثقة
 مهارات تواصل ممتازة باللغة العربية وقدرة على بناء علاقة ثقة مع المستفيدين.
 الالتزام بالمبادئ الأخلاقية والمهنية في جمع البيانات والحياد في التعامل مع كافة الفئات.

الصدق والنزاهة
تستند مصداقية/وموثوقية نتائج النشاط بأكمله على دقة وسلامة عملية جمع البيانات. ومن المهم تسجيل البيانات في الوقت المناسب وبطريقة دقيقة. تجنب حفظ الإجابات وتعبئتها في وقت لاحق لأنها تكون غير دقيقة. ولا تقم ابدا بتزييف او تلفيق اي نوع من البيانات لأن تقديم بيانات مزيفة/ ملفقة يمكن أن يؤدي إلى فصل فوري. إذا كنت تشك في أن أحد المستفيدين يقوم عن عمد بتزييف ردوده/ أجابته، فاحرص على عمل ملاحظة واتصل بمشرفك للحصول على المشورة.
السرية
جميع المعلومات التي يتم جمعها أثناء النشاط سرية وحساسة للغاية. لذا عليك أن تفهم أن المستفيدين يقدمون المعلومات فقط لأنهم يثقون بك وفي المؤسسة التي تعمل بها. لذا قبل المقابلة، أنت ملزم للمستفيد بضمان أن المعلومات التي يقدمها ستبقى مجهولة وسرية تمامًا، وسيتم استخدامها لأغراض التحليل فقط.
يجب ألا تتم مشاركة البيانات التي تم جمعها أو مناقشتها مع أي شخص ليس بمشرفك أو عضوا في نفس المؤسسة. كما لا يجوز استخدام البيانات لأي غرض آخر غير النشاط. ويجب على الماسحين عدم مناقشة البيانات فيما بينهم، مع العائلة أو الأصدقاء أو الزملاء.
كل البيانات التي تم جمعها وأي مواد خاصة بالنشاط، بما في ذلك الاستبيانات والأدلة، هي ملك للمشروع ولا يمكن مشاركتها مع أي شخص آخر باستثناء المشرف أو المؤسسة التي تعمل فيها.
الأخلاق
لا يجوز تفويض/ تكليف المسوحات والمقابلات إلى أي فرد آخر ويجب إكمالها بواسطة الماسح بنفسه. ولا يجب أبدًا جمع البيانات عبر الهاتف الخلوي الا عن طريق توجيه المشرف المباشر. كما لا يجوز توزيع أي بطاقة هوية تجارية أو سياسية.
الحياد
يجب أن تحافظ على حيادك وعدم تحيزك كماسح أثناء النشاط. وهذا يعني أنك تعمل دون أي انتماء سياسي أو ديني أو اجتماعي أو عشائري. وليس من الضروري ولا المناسب التعليق أو الدفاع عن أي سياسة محلية أو حكومية أو سياسية.
المهنية
يجب أن تضع في الاعتبار حقيقة أن يتم تكليفك بمهمة هامة. كن فخورا بهذه الحقيقة، وخذ تلك المسؤولية على محمل الجد. المقابلات وجها لوجه هي وسيلة للحصول على المعلومات مباشرة من الشخص الذي تجري مقابلته. لا ينبغي النظر إليها على أنها عملية ميكانيكية، بل على أنها محادثة طبيعية وسلسة بين شخصين، وينبغي أن تتم بطريقة لا تؤثر على الإجابات أو تقودها أو تحصل على اقتراح خارجي من أشخاص آخرين.
