Teams can usually produce a vendor inventory. What fails under supervision is the chain behind it.

A contract is renewed. A service picks up a new processing component. A subcontractor appears in another jurisdiction. The file still exists. The logic underneath often does not.

That is the practical point of the DORA Register of Information (RoI).

Under Regulation (EU) 2022/2554 and Commission Implementing Regulation (EU) 2024/2956, financial entities must maintain a structured, updated record of all contractual arrangements for ICT services provided by ICT third-party service providers.

The register is maintained for supervisory purposes, and the same data feeds the oversight logic around critical ICT third-party providers under DORA Articles 28, 30, 31 and 46.

Most institutions can assemble a first version. The harder job is not collecting the data once, but keeping the record complete, connected, and credible after the first wave of contract changes.


The first mistake is scoping it like a vendor list

The RoI captures structured information about providers, services, contracts, supported functions, subcontractors, relevant locations, and termination or exit-related elements across the ICT third-party estate.

Article 28(3) of DORA and the RoI implementing technical standards define that perimeter.

It is broader than the population many firms track in outsourcing registers or “critical vendor” lists.

The scope includes all ICT services from ICT providers

This is where many implementations go wrong.

The RoI does not only cover services that support critical or important functions. It covers all ICT services provided by ICT third-party providers.

The “critical or important function” label is simply one field recorded in the register.

In simple terms: first list every ICT service provided by external ICT providers. Then indicate which of those services support critical or important functions.

Outsourcing registers are not the same thing

Many institutions start from their outsourcing register when building the RoI. That is a reasonable starting point, but the two registers serve different purposes.

An outsourcing register tracks outsourcing arrangements for internal governance and supervisory review.

The RoI, by contrast, is designed as a structured dataset that supervisors can analyse across the financial sector.

Supervisors are looking for dependencies, not names

Several parts of the Digital Operational Resilience Act (DORA) explain why the register exists.

Articles 28, 30 and 31 set rules for managing ICT third-party risk and contractual arrangements.

Article 46 establishes the EU oversight regime for critical ICT third-party providers.

Together these provisions give supervisors visibility into how financial institutions depend on external technology providers.

Examples include:

  • multiple institutions relying on the same infrastructure provider
  • services delivered through subcontracting chains
  • large volumes of financial-sector data processed in the same locations

The value sits in the relationships

To me, the real issue is visibility.

A provider name alone tells supervisors very little. The supervisory value sits in the relationships between records.

That is also why the role of RoI data in the critical provider oversight regime matters beyond the filing exercise.

The register works through links, not rows

The RoI is built as a linked dataset defined through standard templates and shared identifiers.

The implementing technical standards connect providers to services, services to contracts, contracts to supported functions, and those records onwards to subcontractors, locations, and exit arrangements.

A simple mental model

A useful mental model is this:

That sounds tidy, though the difficulty appears later.

One provider may support several services. One contract may support multiple functions. One subcontractor may sit behind several arrangements.

Weak identifiers or inconsistent joins do not just create messy data, but also break the internal logic of the register.

Understanding how the RoI tables and keys actually connect is what turns the exercise from template filling into record design.

Most of the work sits in mapping, not in data entry

The templates contain many fields, but most of the effort sits in a few mapping steps.

Each contract has to be linked to the correct provider, ICT service and supported function, and the register must also show who actually delivers the service and where it operates.

Mapping services to business functions

Service descriptions in contracts are often vague.

One agreement might describe “platform services,” another “hosting support.” Internally those services may support very specific business functions.

Someone has to translate that contractual wording into the firm’s internal function taxonomy.

That is why the role of function classification in driving downstream RoI fields quickly becomes a core part of the work.

Subcontractor visibility

Subcontractors create another challenge.

Contracts do not always clearly show who delivers every component of the service. Additional providers may sit behind the main contractor.

Those relationships must still appear in the register.

This is where DORA pushes supply-chain visibility beyond the prime contractor, and where many registers begin to look less like contract lists and more like dependency maps.

Identifier quality

Identifiers are yet another quiet fault line.

Generic provider names, placeholders, or missing identifiers create problems very quickly.

They break validation rules, weaken joins across tables, and damage the credibility of the submission.

The templates are extensive, but a handful of RoI fields create most of the implementation work.

The operating model fails when ownership and change capture are vague

RoI data rarely lives in one place.

Contract details often sit in procurement systems. Service descriptions may come from IT service catalogues, while function classifications often belong to operational risk or business continuity teams.

Reconciling those sources is where most of the implementation effort sits.

Ownership

A workable model requires clear ownership.

Procurement teams know when contracts change. Technology teams understand services. Risk teams typically own function classification.

If those roles are not defined, updates stall.

Change triggers

The register also depends on clear update triggers.

Changes such as contract amendments, service scope adjustments, new subcontractors or location changes should all trigger a review of the corresponding RoI records.

Without those triggers the file slowly diverges from reality.

Reconciliation

Periodic reconciliation is equally important.

Source systems need to be compared with the register so omissions and broken identifiers appear before submission deadlines.

Why spreadsheets start to break

This is also where spreadsheet-led RoI projects start to fail.

Spreadsheets struggle when the register contains many linked records that change frequently. Cross-table identifiers, version control, and supervisory validation rules quickly make manual pipelines fragile. That is why spreadsheet-led collection breaks once validations and change management hit.

Some institutions therefore maintain the RoI in a structured data environment capable of generating submission outputs when required. Tools designed specifically for this purpose — such as Copla Registry — illustrate how institutions move beyond spreadsheet dependency once record volumes and supervisory validation requirements begin to scale.

Automation is not mandated by regulation. In practice, scale and change frequency often make it difficult to avoid.

Most reporting confusion comes from mixing up the model, the taxonomy, and the file

The terminology confuses more RoI projects than it should.

The Data Point Model (DPM)

DPM stands for Data Point Model.

It defines the business data elements supervisors expect institutions to report — for example provider identifiers, contract references, or location fields.

The reporting taxonomy

The taxonomy defines how those data points must be structured inside the supervisory reporting format.

Validation rules

Validation rules then check whether the submission is consistent.

For example, they verify that identifiers match across tables or that mandatory fields are present. Many teams treat this as a single formatting issue.

The problems usually appear exactly where these layers intersect: the difference between the business data model and the reporting taxonomy.

CSV and xBRL-CSV submissions

The European Banking Authority (EBA) explains that RoI submissions use CSV datasets packaged according to European Supervisory Authority (ESA) technical specifications.

Some supervisors refer to the format operationally as xBRL-CSV, meaning CSV data structured using the supervisory taxonomy.

The practical implication is simple: the file must match the taxonomy and pass the validation rules.

Reporting timeline

Timing adds another layer.

The EBA states that DORA became applicable on 17 January 2025 and that institutions must maintain RoI records from that date.

The March 2025 EBA FAQ clarifies that the reference date for RoI reporting in 2025 is 31 March 2025, and 31 December of the previous year for reporting from 2026 onward.

However, actual collection windows are set by national supervisors.

A good register is complete, current, connected, consistent, and controllable

In my experience, most RoI projects fail for the same structural reasons.

Here at Copla, we often test a register using five basic qualities.

We call them the 5 C’s. This is not regulatory terminology. It is our internal way of describing what a reliable RoI dataset should look like.

If one of these elements is missing, the file may still exist — but it will struggle under supervisory review.

Operational data quality principles for a DORA RoI

Supervisory testing has already revealed similar weaknesses.

During the RoI dry run, the ESAs reviewed submissions from over a thousand institutions and identified recurring data-quality issues.

Broken identifiers, missing relationships between records, and inconsistent classifications appeared repeatedly.

What matters before the next reporting window

A register can look full while the organisation is already operating past it.

That is the pressure point worth keeping in view. The main risk is rarely that a firm cannot collect the data once. It is that changes arrive through procurement, legal, IT, and vendor management faster than the review process can absorb them.

Three things usually make the difference:

  • scope the perimeter correctly
  • design the linkage model early
  • build change capture and ownership into day-to-day processes before reporting season starts

The register can be complete on paper while operations move ahead without it. Supervisors are reading it as evidence that the institution understands its ICT dependency structure. That is a harder standard than many firms first assume.

When organizations fail a PCI assessment or suffer a card data breach, the root cause is often not “no security,” but “no one was checking whether security still worked.” Firewalls are deployed, encryption is enabled, but over time changes, misconfigurations, and new vulnerabilities quietly erode that protection. Payment Card Industry Data Security Standard (PCI DSS) Requirement 11 exists to stop exactly that from happening by forcing you to test the security of systems and networks on an ongoing basis, not just once a year.

In this article, I will walk you through what PCI DSS Requirement 11 actually expects, how the sub-requirements fit together, and how you can build a lean, practical program that satisfies both auditors and real-world security needs. My aim is to give you something you can map directly to your own environment without getting lost in technical jargon.

What Requirement 11 Is Really About

PCI DSS applies to any entity that stores, processes, or transmits payment card data. It is structured around twelve core requirements, and Requirement 11 sits under the principle of “regularly test security systems and processes.” In simple terms, it answers one question: “How do you know your controls are still effective today, not just when they were first installed?”

Requirement 11 focuses on practical, recurring activities: vulnerability scanning, penetration testing, wireless scanning, intrusion detection, file integrity monitoring, and checks for tampering with browser-based payment pages. Each one is a different way of asking, “If something went wrong, would we notice in time to act?”

If you think of your cardholder data environment (CDE) as a secure building, Requirement 11 is not about installing locks and cameras. That is handled elsewhere in the standard. Requirement 11 is about routinely walking around the building, trying the doors and windows, testing the alarms, and verifying that no one has quietly propped a side door open.

The Building Blocks Of Requirement 11

It is easier to understand Requirement 11 if you see its parts together rather than as isolated clauses. At a high level, it consists of six main areas, each reinforcing the others.

Overview of PCI DSS Requirement 11 Sub-Requirements

Seen this way, Requirement 11 forms a lifecycle. You define the rules (11.1), control a common entry point (11.2), look for weaknesses (11.3), test them in depth (11.4), watch for live attacks and changes (11.5), and protect the modern web front door where customers pay (11.6).

Let us walk through each of these building blocks in more detail and keep the focus on what you actually need to have in place.

Governance And Planning: Making Testing Predictable (Requirement 11.1)

Requirement 11.1 is about defining and communicating the processes and mechanisms you use to test the security of systems and networks. It sounds administrative, but this is where you move from ad hoc testing to a predictable program.

At minimum, you should have written procedures that describe how vulnerability scans, penetration tests, segmentation tests, wireless scans, payment page checks, and monitoring are planned, performed, documented, and reviewed. Each procedure should clearly state scope, frequency, roles, tools, and what “pass” or “fail” looks like.

A simple test for yourself is this: if you were unavailable for a month, could someone else in your organization look at your documentation and still run all scheduled tests correctly and on time? If the answer is no, Requirement 11.1 is not fully implemented, even if testing happens today thanks to individual effort.

Good governance here also means tying testing into change management and risk management. Significant changes to the CDE should automatically trigger additional testing, and high-risk findings from any test should feed into your risk register with clear owners and due dates.

Wireless Controls: Closing A Common Backdoor (Requirement 11.2)

Wireless networks are convenient, but they also provide attackers with opportunities that do not exist on purely wired networks. Requirement 11.2 asks you to identify authorized wireless access points, detect unauthorized ones, and act promptly when something unexpected appears.

In practice, this starts with an inventory: which wireless access points are allowed, where are they located, what SSIDs do they broadcast, and what can they reach? Even if your policy says “no wireless in the CDE,” many environments still have wireless elsewhere in the building that, if misconfigured, could become a path in.

Alongside the inventory, you need periodic scans for wireless access points in and around your premises. The scan results must be reviewed, and you should have a straightforward process for investigating unknown devices, determining whether they are legitimate, and either approving or removing them.

By treating wireless systematically instead of as “just office Wi-Fi,” you significantly reduce the risk that a forgotten or unauthorized access point quietly undermines your network segmentation and PCI scope decisions.

Vulnerability Scanning: Finding Known Weaknesses (Requirement 11.3)

Requirement 11.3 focuses on vulnerability scanning, both external and internal. The idea is simple: regularly scan systems for known security flaws, prioritize the findings, and fix them within defined timeframes.

Externally, systems that are Internet-facing and in scope for PCI must undergo regular vulnerability scans, typically quarterly, plus additional scans after significant changes. These scans should identify issues such as missing patches, insecure configurations, and exposed services that an attacker could exploit from outside.

Internally, all in-scope systems should also be scanned on a regular basis. Internal scans are most effective when they are authenticated, meaning the scanner logs into the systems to accurately determine patch levels and configuration states. Unauthenticated scans tend to miss important weaknesses, especially on internal servers and applications.

The scanning reports themselves are not the end goal. Requirement 11 expects you to define remediation timelines, track progress, and re-scan to confirm that critical vulnerabilities are closed. Aligning this process with your broader vulnerability management program helps avoid treating PCI systems as a one-off exception rather than part of a consistent enterprise practice.

Penetration Testing And Segmentation: Proving Defenses Work (Requirement 11.4)

Where vulnerability scanning asks, “What known issues exist,” penetration testing asks, “Can an attacker actually use these to compromise us?” Requirement 11.4 mandates periodic internal and external penetration testing, as well as testing to prove that your network segmentation really isolates the CDE.

External penetration tests simulate an attacker on the Internet. The tester attempts to exploit vulnerabilities in your Internet-facing systems and chained weaknesses such as misconfigurations, weak authentication, or exposed administrative interfaces. Internal penetration tests start from inside your network and look at what an attacker could do if they gained a foothold through phishing, malware, or an insider.

If you rely on network segmentation to reduce PCI scope, you must also test that segmentation explicitly. The goal is to prove that systems outside the CDE cannot reach cardholder data or critical security functions through any direct or indirect path. This often includes firewall rule reviews, routing checks, and attempts to move laterally across network zones.

To satisfy Requirement 11.4, penetration testing needs a documented methodology, clearly defined scope, and qualified testers who are independent of the teams that manage the systems being tested. Just as important, you must act on the results: assign owners, remediate findings, and perform retests where needed to confirm fixes are effective.

Intrusion Detection And File Integrity: Watching For Live Threats (Requirement 11.5)

Requirement 11.5 shifts the focus from periodic testing to continuous detection. It expects you to detect suspicious network activity and unauthorized changes to critical files in a timely manner so that potential compromises do not go unnoticed.

On the network side, this usually means deploying intrusion detection systems (IDS) or intrusion prevention systems (IPS) at key points around the CDE. These systems monitor traffic patterns and known attack signatures, generate alerts on suspicious behavior, and provide logs for investigation. To be effective, they must be properly tuned, kept up to date, and actively monitored.

On the host side, Requirement 11.5 calls for a change-detection mechanism for critical system files. Typically, this is implemented as file integrity monitoring (FIM). The FIM tool calculates a baseline for important files and directories, then alerts when unexpected changes occur. Your procedures must describe how often checks run, who reviews alerts, and how legitimate changes are distinguished from potentially malicious ones.

The value of these controls increases when they are tied into your incident response and security monitoring processes. Alerts from IDS, IPS, and FIM should flow into a central log management or security information and event management (SIEM) platform, where they can be correlated with other events and investigated quickly.

Protecting Payment Pages: Guarding The Browser Front Line (Requirement 11.6)

In many modern breaches, attackers do not only target servers. Instead, they tamper with the JavaScript or content that runs in the customer’s browser, capturing card data as it is entered into payment forms. Requirement 11.6 addresses this risk directly by focusing on tamper detection for browser-based payment pages.

If you host payment pages that accept cardholder data via a web browser, you must have a mechanism to detect unauthorized changes to those pages and the scripts they load. This includes both your own scripts and third-party scripts such as analytics, chat widgets, or marketing tools that run on the same page.

In practical terms, organizations often implement client-side monitoring solutions that track which scripts are loaded, where they come from, and how their content changes over time. When changes occur that are not expected or approved, the system generates alerts for investigation.

To make Requirement 11.6 work, you need clear procedures describing which payment pages are in scope, how scripts are approved, how monitoring is configured, how often checks run, and how alerts are triaged. Without this structure, client-side tamper detection can easily become noisy or neglected, undermining its purpose.

Making Requirement 11 Practical In Your Organization

The most common mistake I see with Requirement 11 is treating each sub-requirement as a standalone project, owned by different teams with little coordination. That approach quickly leads to duplicated effort, missed dependencies, and confusion during audits.

A more practical way is to design a single “testing and monitoring program” that happens to satisfy all of Requirement 11’s elements. You can start with a simple matrix or calendar that lists each activity, its frequency, owner, scope, and required evidence. For example, quarterly internal scans owned by infrastructure, annual penetration tests owned by security, monthly wireless scans owned by facilities or networking, and weekly FIM reviews owned by operations.

Next, connect this program to your existing processes. Significant changes in your change management system should trigger reviews to see whether additional scans or tests are needed. High-risk findings from any Requirement 11 activity should automatically create tickets in your incident or problem management tools, so they are not lost in email.

Finally, pay attention to documentation and traceability. Assessors will look for a clear line from policies (what you say you do), to procedures (how you say you do it), to records (evidence that you actually did it). Keeping test plans, scan reports, penetration test summaries, and monitoring logs organized and accessible will make your assessments smoother and free up time to focus on real risk reduction rather than paperwork.

Turning Testing Into Ongoing Assurance

When you look at recent breach reports, one pattern keeps repeating: attackers rarely “hack the card database” directly. More often, they get in through malware, phishing, or compromised endpoints and then move laterally until they reach payment data. European and global threat reports from ENISA and others continue to list malware, ransomware, and phishing among the top threats year after year.

That is exactly the risk PCI DSS Requirement 5 is trying to contain.

In this article, I will briefly explain what PCI DSS is, then walk you through Requirement 5 in PCI DSS v4.0, translating its clauses into practical actions you can take today.

What PCI DSS Is And Why Requirement 5 Matters

The Payment Card Industry Data Security Standard (PCI DSS) is a global security standard created and maintained by the PCI Security Standards Council (PCI SSC). It defines a baseline set of technical and operational controls for any organization that stores, processes, or transmits payment card data.

PCI DSS v4.0, released in 2022 and now the active version, organizes controls into 12 core requirements. These cover areas like network security, protection of cardholder data, access control, monitoring, and governance. Many of the new and enhanced controls in v4.0 focus on evolving threats like ransomware, phishing, and cloud-hosted workloads.

Requirement 5 sits under the “Maintain a Vulnerability Management Program” domain and is titled “Protect All Systems and Networks from Malicious Software.” It is where PCI DSS concentrates all expectations around anti-malware, endpoint protection, and anti-phishing technology.

In practical terms, Requirement 5 is where you prove that malware cannot quietly sit on your systems, pivot toward the cardholder data environment (CDE), and exfiltrate payment data or credentials.

How PCI DSS Requirement 5 Is Structured In Version 4.0

PCI DSS v4.0 significantly expanded Requirement 5 compared with version 3.2.1. Previously, it was summarized as “Protect all systems against malware and regularly update anti-virus software or programs.” In v4.0, it becomes “Protect all systems and networks from malicious software,” explicitly recognizing modern threats, EDR/XDR tools, cloud workloads, and behavior-based detection.

The requirement is broken into four main sections, each with detailed sub-requirements:

Requirement 5.1: Policies, Procedures, And Roles That Actually Work

Requirement 5.1 is about making malware defense a managed process rather than a “set and forget” technology. It has two key expectations.

First, all security policies and operational procedures related to Requirement 5 must be documented, kept up to date, in use, and known to all affected parties (5.1.1). This means you need written standards that describe how you deploy, update, monitor, and manage anti-malware and anti-phishing tools, and those documents cannot just sit on a shelf.

Second, roles and responsibilities must be documented, assigned, and understood (5.1.2). The standard explicitly suggests tools such as a RACI matrix to clarify who is responsible, accountable, consulted, and informed. That mapping is essential when something goes wrong, and you need to know who triages alerts, who tunes the EDR platform, who approves exceptions, and who reports to management.

From a practical viewpoint, a good 5.1 implementation usually includes a dedicated malware protection standard, procedures for onboarding and offboarding systems into EDR/AV, a playbook for malware incidents, and a clear description of how exceptions are requested and reviewed.

Requirement 5.2: Deploy The Right Anti-Malware In The Right Places

Requirement 5.2 is where PCI DSS sets the expectations for where and how anti-malware must run. The core idea is straightforward: malicious software must be prevented, or at least detected and addressed, across all system components that are at risk.

Anti-malware coverage and “not at risk” exceptions

Clause 5.2.1 requires that an anti-malware solution be deployed on all system components, except for those that you can justify as “not at risk from malware” through documented, periodic evaluations under 5.2.3.

The standard’s guidance stresses two points:

  1. “System components” is broad. It includes servers, workstations, virtual machines, containers, network devices with operating systems, and often cloud workloads—essentially anything in scope for PCI DSS.
  2. Claiming a system is not at risk is an exception, not a default. You must maintain a documented list of such systems, monitor evolving malware threats, and periodically confirm that your conclusion still holds (5.2.3 and 5.2.3.1).

In practice, examples sometimes include hardened appliances where the vendor confirms no malware exposure path, or extremely constrained network devices. Even then, the decision should be backed by vendor documentation and threat intelligence.

Detecting and stopping all known types of malware

Clause 5.2.2 states that your anti-malware solution must detect and remove, block, or contain all known types of malware. The guidance explicitly mentions viruses, Trojans, worms, spyware, ransomware, keyloggers, rootkits, malicious code, scripts, and links.

For most organizations, this means:

  • Using modern endpoint protection (EDR/XDR or equivalent) rather than legacy, signature-only antivirus.
  • Ensuring feature sets like behavioral analysis, sandboxing, and exploit prevention are enabled, not just licensed.

This is also where you consider network-level controls—for example, secure web gateways or next-generation firewalls—to complement endpoint defenses.

Periodic evaluation of systems without anti-malware

Clause 5.2.3 requires you to periodically re-evaluate any system components that you consider “not at risk for malware.” You must keep a documented list, review new malware trends, and confirm whether each system still does not require protection.

Every time your organization handles payment card data, you are taking responsibility for something attackers actively try to steal and regulators closely scrutinize. The Payment Card Industry Data Security Standard (PCI DSS) is designed to set a minimum security baseline, but Requirement 3 is where the most critical decisions are made: how you store, protect, and ultimately dispose of card data. 

In this article, I will briefly explain what PCI DSS is and then walk you through Requirement 3 in a practical, structured way, with a few pro tips you can apply immediately.

Understanding PCI DSS In Plain Language

The Payment Card Industry Data Security Standard (PCI DSS) is a global security standard created by the major card brands to protect cardholder data. It applies to any organization that stores, processes, or transmits card data, from small merchants to large financial institutions.

PCI DSS is organized into 12 high-level requirements that cover areas such as network security, access control, and monitoring. Requirement 3 focuses specifically on protecting stored account data. In practice, that means answering three questions clearly: what card data you keep, where you keep it, and how you make it unreadable to anyone who should not see it.

When Requirement 3 is implemented well, a breach of a database or backup does not automatically become a card-data disaster, because the stolen data is either absent, minimized, or unreadable.

What Requirement 3 Covers: Protect Stored Account Data

PCI DSS uses two important terms. “Account data” includes the primary account number (PAN) and related information such as cardholder name and expiration date. “Sensitive authentication data (SAD)” includes data such as the full magnetic stripe, card verification values (for example, CVV2), and PINs. SAD is especially sensitive and is subject to strict rules.

Requirement 3 has three core ideas at its center:

  • Store as little card data as possible.
  • Store it for as short a time as possible.
  • Store it in a form that is unreadable to unauthorized people and systems.

Everything else in Requirement 3 reinforces these principles.

Storing Less: Retention, Disposal, And SAD

Requirement 3 expects you to define clear retention rules and then enforce them. That means you document which card data is needed for business or legal reasons, how long you keep it, and how it is securely deleted or archived afterwards. You also need to include less obvious locations: logs, exports, test databases, and data lakes.

Sensitive authentication data is treated differently. With very few exceptions, you must not store SAD after authorization, even in encrypted form. For most merchants and service providers, the rule is simple: do not keep SAD at rest.

Controlling Who Can See PAN: Masking And Access

Requirement 3 also focuses on how PAN is displayed. As a rule, PAN must be masked when shown on screens, reports, or receipts, so only those with a documented business need can see more than the first six and last four digits. This applies to internal applications as much as customer-facing ones.

Access to full PAN should be limited to specific roles, backed by role-based access control, strong authentication, and logging. Remote access scenarios deserve special attention; if support staff can see full PAN through remote tools, those tools and sessions must be controlled and monitored.

Making PAN Unreadable: Hashing, Tokenization, And Encryption

Requirement 3 requires stored PAN to be unreadable. There are several accepted methods, and you can combine them to match your architecture.

Disk-level encryption alone is rarely sufficient for Requirement 3, because once a system is running, processes and administrators may see data in cleartext. Field-level encryption, hashing, or tokenization applied to PAN itself provides stronger protection.

Managing The Keys: Treat Cryptography As A Program, Not A Tool

If encryption and tokenization protect PAN, then cryptographic keys are the crown jewels. Requirement 3 expects you to secure keys throughout their lifecycle: generation, distribution, storage, rotation, and destruction.

Good practice includes using hardware security modules (HSMs) or dedicated key-management systems, limiting who can access cleartext keys, enforcing dual control for critical key operations, and documenting how and when keys are rotated. These activities fit naturally into a broader Information Security Management System, such as one aligned with ISO/IEC 27001 for information security.

Policy, Ownership, And The Human Factor

Requirement 3 does not stop at technology. It requires documented policies and procedures, as well as clear roles and responsibilities. Someone must own data retention rules, approve where and how PAN is stored, oversee key-management operations, and coordinate regular reviews.

Training is also part of the picture. Developers, system administrators, and support staff need to understand what counts as cardholder data, why sensitive authentication data must never be stored, and how masking, encryption, and tokenization are supposed to work in your environment.

From Compliance Obligation To Security Advantage

Requirement 3 can feel like a narrow technical rule set, but it actually pushes you toward a stronger overall data strategy: know what you store, store less of it, protect what remains with robust cryptography, and manage keys and access as critical assets.

If you treat PCI DSS Requirement 3 as a design principle rather than a yearly checklist, you gain more than a compliant report. You build an environment where even a system compromise does not automatically translate into a card-data breach. In a landscape where trust is fragile and incidents are public, that kind of resilience is not just a security improvement—it is a competitive advantage.

Why PCI DSS Matters in a World of Persistent Payment Threats

Payment data is among the most targeted assets by cybercriminals, and compliance frameworks like the Payment Card Industry Data Security Standard (PCI DSS) are designed to address this reality. PCI DSS sets forth a set of technical and operational requirements to protect cardholder data. It applies to any organization that stores, processes, or transmits credit card information—including merchants, service providers, and financial institutions.

What Is Requirement 2 Trying to Prevent?

The goal of Requirement 2 is to eliminate these low-hanging vulnerabilities by enforcing the secure configuration of all systems, from network devices to servers and applications. Without this baseline, even the most advanced security tools can be undermined by something as simple as a username like “admin” and password “password.”

2.1: Always Change Default Passwords and Settings

Systems should never retain the factory-default settings. This includes not only passwords but also SNMP strings, API tokens, and database credentials. Configuration guides often ship with easy-to-guess credentials, and attackers scan for them routinely.

2.2: Develop Configuration Standards for All System Components

You are required to maintain hardening standards for all in-scope components. These standards should align with industry best practices like the CIS Benchmarks or vendor-specific guidelines.

Your configurations should:

  • Disable all unnecessary services and protocols.
  • Use secure configurations for network services and storage.
  • Set up file integrity monitoring for critical system files.

2.2.1 to 2.2.4: Specific System Hardening Practices

These sub-requirements elaborate on what the configuration standards must include:

In this article, I will briefly explain what PCI DSS is and then focus on Requirement 1, which is about building and maintaining strong network security around cardholder data. My goal is to help you understand what Requirement 1 really expects, how to implement it in practical terms, and where small, smart changes can make your life easier during audits.

What PCI DSS Is Really About

The Payment Card Industry Data Security Standard (PCI DSS) is a global security standard created by major card brands to protect cardholder data. PCI DSS is structured into 12 main requirements that cover areas like network security, protecting stored data, access control, logging, and incident response. Requirement 1 is placed first for a simple reason: if you cannot control how traffic flows to and from cardholder data, every other control becomes harder to rely on.

What Requirement 1 Expects You To Achieve

Requirement 1 is about network security controls, not just firewalls as a product. The current standard uses the term Network Security Controls (NSCs) to include traditional firewalls, cloud security groups, and similar technologies that control traffic. The objective is to create clear, enforced boundaries around your Cardholder Data Environment (CDE).

In practical terms, Requirement 1 expects you to:

  • Identify which networks and systems are in scope for cardholder data.
  • Place security controls at key boundaries around the CDE.
  • Configure those controls based on documented standards.
  • Review and maintain those controls so they stay effective over time.

When you think of Requirement 1 as “define, protect, and maintain the boundaries of the CDE,” it becomes easier to translate the text of the requirement into concrete tasks for your teams.

Scoping And Segmenting The Cardholder Data Environment

Your Cardholder Data Environment includes all systems that store, process, or transmit cardholder data, plus anything directly connected to them. The broader the scope, the more complex and expensive your PCI efforts become. That is why segmentation is so powerful: if you can keep the CDE small and clearly separated, everything else becomes more manageable.

Segmentation usually means placing CDE systems in dedicated network segments (for example, separate VLANs or subnets) and forcing all traffic between zones through NSCs that enforce your rules. This applies on-premises and in the cloud. What matters is not where the system is, but how traffic to and from it is controlled.

Designing Practical Network Security Controls

Once your zones are clear, Requirement 1 expects you to define configuration standards for your Network Security Controls. This is not just a policy document; it is a practical rulebook for how you allow or block traffic.

At a minimum, your NSC standards should cover:

  • A default “deny-all” stance, allowing only explicit, justified traffic.
  • Which ports and protocols are allowed into, out of, and within the CDE.
  • How administrative access to firewalls and routers is secured.
  • How logging is configured and where logs are sent.
  • How configuration changes are requested, reviewed, and approved.

For example, when defining inbound access to the CDE, you might agree that:

  • Only traffic needed for business transactions is allowed.
  • All public-facing traffic terminates in a DMZ or WAF, not directly in the CDE.
  • Administrative access uses secure protocols and dedicated jump hosts.
  • Temporary exceptions have an explicit expiration date.

Keeping Rules Lean, Documented, And Reviewed

Over time, firewall and NSC configurations tend to grow in complexity. Old rules are rarely removed, and exceptions accumulate. Requirement 1 pushes you to keep these rule sets lean, documented, and regularly reviewed so they continue to reflect real business needs.

Good practice under Requirement 1 includes:

  • Documenting each rule with source, destination, service, purpose, and owner.
  • Reviewing rules at least annually, and more often for high-risk paths.
  • Removing unused or outdated rules based on log analysis.
  • Avoiding overly broad entries such as “any/any” or large network ranges into the CDE.

A simple register or table of “approved data flows” that matches your NSC rules is very useful. For each flow, track:

  • Business purpose.
  • System or service owner.
  • Date created and last reviewed.
  • Type of data involved (for example, card data, logs, or admin traffic).

Monitoring The Boundaries Of Your CDE

Requirement 1 also connects directly to logging and monitoring. It is not enough to define and implement rules; you must also observe how those rules are used and respond when something unusual happens.

Key expectations include:

  • Logging allowed and denied traffic at critical CDE boundaries.
  • Logging administrative actions and configuration changes on NSCs.
  • Sending logs to a central platform for correlation and retention.
  • Reviewing alerts and taking action when suspicious patterns appear.

Think of your CDE boundaries as “security sensors” as much as “security gates.” When attackers test your defenses or when a misconfiguration creates a gap, your NSC logs are often the first place that anomaly appears.

From Yearly Checkbox To Everyday Control

PCI DSS Requirement 1 is sometimes summarized as “have firewalls,” but that misses its real intent. At its core, this requirement asks you to understand where card data lives, build clear network boundaries around it, and maintain those boundaries as your environment evolves. When you approach it this way, you gain more than a compliant report—you gain control over how one of your most sensitive data sets can be reached.

If you use Requirement 1 to drive clearer zoning, simpler data flows, and disciplined rule management, your audits become easier and your risk decreases. The right question is not “Do we have a firewall in front of the CDE?” but “Can we clearly explain, at any moment, who and what is allowed to talk to our cardholder data, and why?” If you can answer that confidently, you are not just compliant—you are in control.

Let’s start with the truth: if I had a euro for every company claiming they “take cybersecurity seriously,” I’d be writing this from a beach instead of my laptop.

Then came DORA — the Digital Operational Resilience Act — and it didn’t ask for promises. It asked for proof. Five proof points, to be exact, better known as the DORA 5 pillars.

They’re how Europe now measures whether your organisation can take a hit and keep operating.

1. ICT risk management: Know your weak spots

This is the “no excuses” pillar. You must identify, assess, and manage ICT risks across your systems, vendors, and staff. No more mystery spreadsheets or “we’ll fix it later.” DORA expects clear ownership, live registers, and traceable evidence, not PowerPoints.

2. Incident reporting: Four hours to shine (or panic)

Major ICT incident? You’ve got four hours to notify your regulator. That’s not much time if your response plan lives in a folder named “final_v3_really_final.docx.” DORA’s message: automate it, assign roles, and rehearse. Because “we didn’t know who was responsible” doesn’t fly anymore.
