Faced with the immense scale and complexity of the Hassyan 180 MIGD SWRO IWP Project, we adopted the Swiss Cheese Model to guard against incidents at every turn. By stacking multiple, independent layers of protection—and continuously strengthening them—we achieved 6 million safe man hours without a single Lost-Time Incident (LTI). This performance earned us the Number 1 Compliant and Best Contractor accolade at Hassyan Water A and reaffirmed our zero-compromise stance on HSE excellence.


Swiss Cheese Model

The Origin and Power of the Swiss Cheese Model

Developed by psychologist James Reason, the Swiss Cheese Model illustrates how complex systems fail only when individual defenses all align to let a hazard slip through “holes” in each layer. In practice, no single barrier is infallible—but multiple defenses, carefully maintained and monitored, drastically reduce risk.

  • Each “slice” represents a different safety control: organizational policies, training, behavior checks, engineering measures, and PPE.
  • The “holes” in each slice—human error, system gaps, environmental factors—are inherently unpredictable.
  • By layering controls and constantly auditing them, the odds of all holes lining up drop exponentially.

DECO harnessed this model to transform theoretical safety into tangible, day-to-day protection.

1. Organizational & Management Controls

The top slice sets the tone for every other layer. At Hassyan Water A, DECO’s leadership:

  • Exceeded UAE Regulations: We benchmarked against ISO 45001 and local DEWA standards, then went further—introducing bespoke HSE KPIs for real-time performance tracking.

We are delighted to share that DECO Group has been formally recognized by Emirates Global Aluminium (EGA) for our role in deploying the EX Max Technology pilot at the Al Taweelah smelter in June 2025. This award reflects not only engineering excellence but a shared commitment to sustainable innovation.


🌍 About Emirates Global Aluminium (EGA)

  • Established in 2013 after the merger of DUBAL and EMAL, EGA is jointly owned by Mubadala Investment Company and the Investment Corporation of Dubai. It operates the world’s largest aluminium smelter at Al Taweelah, with a capacity of 1.3 million tonnes per annum, and a 2.35 GW power station
  • EGA operates across the aluminium value chain: from bauxite mines in Guinea to alumina, primary smelting, recycling, and global technology licensing
  • Since 2021, EGA has been advancing sustainability with CelestiAL solar aluminium, purchasing 1.1 million MWh of solar energy and contributing to low-carbon operations

🔬 What Is EX Technology and Why It Matters

EGA’s proprietary EX Technology is the 10th generation of in-house aluminium smelting systems. The pilot comprises 10 EX reduction cells that are larger than the earlier DX+ Ultra model and deliver:

  • Up to 22% increase in production capacity
  • 5–12% reduction in greenhouse gas emissions per tonne of aluminium, depending on variant
  • Higher amperage and improved current efficiency in each potline
  • Improved pot performance, busbars, and reduced ambient temperatures for better working conditions

The pilot cell construction commenced in late 2024, with the first hot metal output in mid‑June 2025, and final cell energized in July 2025 by H.E. Homaid Al Shimmari, EGA Chairman

EX is not just about scale—it’s a smart facility:

  • Equipped with IoT sensors and networks for real-time process adjustments
  • Enabled for AI-based autonomous controls on cranes, potlines, and supporting systems
  • Incorporates machine learning, enabling predictive optimization and continuous improvement of production processes

In line with our steadfast commitment to protecting our workforce, DECO recently conducted a Mass Toolbox Talk (TBT) at the Hassyan SWRO IWP Project site, focused on Heat Stress Prevention and Summer Work Regulations.

🔍 What Was Covered:

The session provided practical, lifesaving information on:

  • ✅ Recognizing types and symptoms of heat-related illnesses (heat cramps, heat exhaustion, and heat stroke)
  • ✅ Strategies to prevent heat stress, including proper hydration, nutrition, and rest
  • ✅ UAE’s Mandatory Midday Break Rule and the Flag System, which determines the level of heat stress risk on-site
  • ✅ Importance of shaded rest shelters and regular water intake
  • ✅ Reinforcing a 30-minute housekeeping practice before work begins to reduce site hazards in high temperatures

All supervisors and line managers were reminded of their non-negotiable responsibilities:

  • Ensuring adequate rest shelters on-site
