The challenge topic chosen is Type 2. Universal View of Customer and Multi-Channel Customer Support

Stakeholders: Government of Saint Lucia - Traffic and Licensing Division, Insurance Companies, Government of Saint Lucia - Inland Revenue Department, Government of Saint Lucia - Law Enforcement, General Public (Citizens).

Application Name: Electronic System for Licensing Authentication, Monitoring and Management (ESLAMM) System. Vehicle and Driver registration and verification and revenue collection.

There is a noticeable increase in traffic incidents on the island of Saint Lucia. The offenders are charged for the offence in most cases, however others are able to pass through the system without ever being charged. The gap identified, due to the absence of a procedure to identify someone who is without the official licensing identification or documentation.

The 48 hour grace which previously existed; the old legislation for a driver to present valid insurance and license information, has been proven to be inadequate and presents many verification challenges. This deficiency and practice is estimated to cost the Government of Saint Lucia over EC$2 million dollars in uncollected revenue to date and the cost continues to escalate.

The new traffic legislation has been reviewed and enacted to mitigate the issue and associated risk. The new law requires all drivers to have their driver’s license in their possession at all times, those who are unable to produce will be fined EC$250.00. However, there is a dire need to have a system or application to verify, authenticate, monitor, manage and track citation fee payments.

This is our project for Challenge Type 2.

The proposed solution Develop a mobile application, compatible with Android, IOS and windows smartphones, to provide document verification and authenticity to assist the traffic department on driver verification, ticketing and case management.

The data sources and information will come from the Traffic and Licensing Department, Insurance Companies, Inland Revenue and the NIC

Work flow

Initially we spoke about running an ID, to verify that someone has paid or is up to date. That is fantastic, as the first part of the work flow, however what happens after this? What if the driver had no license, no insurance and may have some other violation? Where do we go from here? The police should be able to issue and print a ticket from his device rather than going back to a book to write a ticket. This information will captured on the handset and can also sync to the central database over a data network. The offender should also be able to receive his violation ticket via email and text, with the added functionality of weekly warnings and reminders to pay the ticket or challenge the matter in the court.

Addition to the work flow, a lookup or search feature for the verification of documents and not be limited to imagery. E.G: Someone may not have their driver’s license at the time, however can provide his or her NIC card. A search should be possible on the NIC number, which would then bring up the license information.

Outcome The expected outcome, would be the sharing, collaboration and integration of information across government departments. Ticketing and revenue collection management. Live updating of data Daily reconciling of violations and accidents Updated reporting delivery for statistical, development and reporting purposes. Updated end of day, ticket reconciliation.
