Plasma Bootstrap

Inspiration

Fan of functional programming, saw implementation of omg-plasma in Elixir and had to try it. Only issue was that three was no easy way to monitor the current state of our plasma node, what happens if there's a bug in the plasma service? What happens if our requests all return 50x errors?

What it does

Adds monitoring, visualization, and alert system to existing plasma node in a composable manner
