Projects of the 2014-2020 ERDF Programme

USquare.brussels inter-university

The Usquare.brussels project is an ambitious conversion of the former Fritz Toussaint gendarmerie barracks in Ixelles into a Cité internationale universitaire / Cité multiculturelle at the heart of Brussels and Europe, in an urban district integrated into its environment. This project aims to meet environmental, social, economic and scientific challenges.

This part of the project, supported by the ERDF, aims to transform six buildings into an inter-university academic centre, designed to house research teams from ULB and VUB working on themes such as sustainable development, innovation, education and participatory research via the ‘Open Lab’ system, which is also open to the general public.

The entire project is based on the principles of the circular economy: reuse of materials, maximum preservation of existing structures, flexible design of new spaces, lighting using a “Light as a Service” model, and furniture made from reused or upcycled materials. The aim is to reduce the site’s energy consumption and greenhouse gas emissions, while making the most of local resources.

As well as research, Usquare.brussels aims to create a real living neighbourhood, combining housing, public spaces, university and cultural facilities. The conversion of the former riding school into a food market is another example: the site will soon be open to the public, preceded by a temporary occupation phase starting next summer.

The site will be completely transformed into a mixed-use space, connected to the city, looking to the future and focusing on social, environmental and scientific innovation.

The Société d’Aménagement Urbain (SAU) is responsible for managing the development of the site.

Brussels International publishes its annual report

Discover the Brussels International 2023 Annual Report. This activity report presents the institution’s regional expertise in structural funds, European and international relations, and its role as representative of the Brussels-Capital Region (BCR) in the world.

The year 2023 will have been marked by a number of ambitious achievements: strengthening the capacities of partner regions in the field of urban resilience, promoting global citizenship and solidarity within the BCR, taking part in the State Visits to South Africa and Germany, as well as the Brussels Days in Madrid and Barcelona, and so on.

At the multilateral level, Brussels International (BI) coordinated the organisation of the Brussels Urban Summit, a unique gathering of 322 cities and three influential networks committed to strengthening their collaboration to amplify the voice of cities.

2024 will be more European than ever! From January to June 2024, Belgium will hold the Presidency of the Council of the European Union. All the Belgian players have been actively preparing for this for almost two years, but 2023 has been a particularly busy year.  The BCR has been fully involved in this preparatory process, and in particular in the task force coordinated by the Federal Public Service of Foreign Affairs. At the same time, the Europe Directorate has set up a task force to ensure proper coordination and transmission of information between the Brussels organisations.

2023 was also marked by the creation of the Europe Directorate, the result of the merger of the BCR Delegation to the European Union (EU) and the European Affairs unit of Brussels International, renamed the European Coordination unit. This decision will strengthen synergies and the coordination of European affairs, from negotiation to implementation.

The ERDF Direction continued to implement the 2021-2027 programme over the past year. The year was marked by the adoption of the programme by the European Commission, the launch of a series of calls for applications and the selection of the first 31 projects.

Europe Day 2023 in Brussels, an opportunity to initiate a citizens’ dialogue on projects financed by European funds.

A stand that encourages participation

When the European institutions held their Open Day on 6 May 2023, the three regions and communities set up a joint Belgian stand in front of the European Commission building. This was an opportunity for the various regions responsible for managing European funds to meet the citizens.

A dialogue took place in the form of a game  about the European cohesion policy. Its aim was to inform visitors about the projects already financed in the various regions and to ask them what they would finance first and foremost with European funds.

These were the various themes proposed:

1) green construction;
2) healthcare;
3) social and creative enterprises/SMEs;
4) digitisation and ICT;
5) tourism/creative sector;
6) the professionalisation of young people/educational facilities;
7) soft mobility;
8) childcare;
9) culture, living environment and social cohesion;
10) circular economy, sustainable food, urban agriculture, energy performance;
11) innovation and research.

Success accomplished!

 

The game consisted of dropping fake banknotes into boxes marked with the various intervention areas. The people taking part in the game thus defined the priority to be given to European cohesion policy investments. A facilitator, Pierre PAULUS, asked them why they had chosen a specific theme, while cartoonist Valentin DELLIEU sketched the most striking scenes, highlighting the key messages.

All the proposed themes were a great success! In all, 486 people of different ages, genders, nationalities and speaking different languages took part in this game! The following three areas received the most votes: healthcare (274 votes), ecology (243 votes) and education (221 votes).

Europe and the Brussels-Capital Region invest in our future

Together and thanks to the ERDF (European Regional Development Fund), Europe and the Brussels-Capital Region are carrying out numerous projects for the benefit of the people of Brussels.

A real plus for Brussels!

In May and June 2023, it was #EUinMyRegion, an opportunity to discover and visit the projects supported by the ERDF in the Brussels-Capital Region.

Activities throughout Brussels

The ERDF project promoters who welcomed the visitors set up a wide range of initiatives to offer exciting discoveries and original activities.

From the FoodMet project at the Anderlecht slaughterhouses to the VUB swimming pool, including a visit to the BIGH urban farm and bike rides, nearly thirty activities were on offer for the people of Brussels to let them discover the projects supported by the ERDF throughout the Region.

Success accomplished!

The #EUinMyRegion campaign meant 247 free one-year subscriptions to the CycloParking platform offered, as well as more than 200 people taking part in free creative workshops, visits to urban farms, exhibition trails, walking tours, local beer tastings, … all over Brussels.

These meetings were an opportunity to understand how Europe and the Brussels-Capital Region are taking very concrete action for the well-being of the people of Brussels.

On the 24th of March the EU Commission and the regional competent authorities organise jointly an online conference “Find your EU funding programme for environment”.

Two sessions will address two thematic areas and target groups: circular economy for economic operators, and land use planning for academia and authorities.

These cases are interesting for all stakeholders looking for EU funding in a given field, as most projects require a quadruple helix partnership between authorities, academia, civil society, and industry.

Closing of the call for projects “Support for the hybridisation of conference rooms in the tourism sector” on 31/03

The Brussels-Capital Region, with the support of the ERDF, launched a call for projects on the 15th of September 2022 to support the revival of the business tourism sector. This call for projects will close on the 31st of March 2023.

The objective of this call is to support the investment of Brussels MICE operators wanting to adapt their conference room to the challenge of “hybridisation”. Following the COVID-19 health crisis, the Brussels business tourism sector is now facing a change in demand for the organisation of conferences, as participants now want to be able to attend either face-to-face or remotely.

To continue organising these conferences in the heart of our capital, we now need to make it possible to attend them elsewhere, which requires sometimes significant investments by the sector’s operators. The call for projects will support these investments.

The ERDF Programme will therefore support (up to a maximum of 50% of the total budget) these new facilities up to:

  • €25,000 in subsidies (covering 50% of the total investment) for rooms with a capacity of 50-249 seats
  • €50,000 in subsidies (covering 50% of the total investment) for rooms with a capacity of 250-499 seats
  • €75,000 in subsidies (covering 50% of the total investment) for rooms with a capacity of 500-999 seats
  • €100,000 in subsidies (covering 50% of the total investment) for rooms with a capacity of 1,000+ seats.

THE LAUNCH OF THE 2021-2027 PROGRAMME

On 23 November, the Minister-President and Brussels International invited Brusselers to the launch of the future ERDF programme 2021-2027. 
The venue: The Faculty, is a historic site that has been renovated thanks to the ERDF but also the municipality of Anderlecht.  Around 180 participants attended. The session was also broadcast online.

The Minister-President reminded the audience that the European Commission has yet to definitively validate the programme.  The purpose and of this morning was for the ERDF direction to present the contours of the programme in the logic of the new European regulations.  This event also offered participants the opportunity to network.

The total budget of the programme is almost 300 million euros, with European Union support of 121 million euros, setting out a solid trajectory for the support and development of projects and investments of regional interest to be implemented in the Brussels Region between now and 2029.

A visit of journalists during the European Week 2022 at Zinneke vzw! A big thank you to the whole team who made this visit a great discovery for the public!

Nearly 50 journalists from different parts of Europe discovered the permanent space of Zinneke asbl, which used to be nomadic, the stages of renovation respecting the preservation of a maximum of materials, with the notion of circular economy at the centre of concerns, the notion of co-creation, co-design, the occupation of the building, the life of Zinneke, the values of Zinneke: inclusion, sustainability and innovation!

The objective? To discover places financed thanks to Europe and, above all, to share the experience of the project leaders who are at the initiative of the project, their journey, their enthusiasm and the result obtained.
