This PR removes the automatic reviewer assignment from the automated pull request workflow that merges rel-10.1 with rel-10.0 branches. The workflow will continue to create draft PRs automatically, but will no longer assign a specific reviewer by default.
Changes:
- Removed the automatic assignment of "maliming" as reviewer for auto-generated merge PRs
