Added class TestPrivilegesUtil to assert if tests are running with privileges.

With this patch, the test fails now on non-Windows:

Okt 16, 2016 1:16:27 PM java.util.prefs.FileSystemPreferences checkLockFile0ErrorCode

Okt 16, 2016 1:16:27 PM java.util.prefs.FileSystemPreferences syncWorld
WARNING: Couldn't flush system prefs: java.util.prefs.BackingStoreException: Couldn't get file lock.

Results :

Failed tests:
  Java7SupportTest.createAndReadSymlink:52 This test needs access to privileged operations to work!! Run command line as Administrator!!

Tests run: 870, Failures: 1, Errors: 0, Skipped: 26

I would rather see skipping this test on Windows if you do not have elevated permissions.
