I don't think this should be under BITCOIN_UTILS, as that means it will be packaged as part of the binaries.
It needs to be in its own category, to be specifically enabled as a configure switch, I think.

I still think this is something we need, but I think someone with a better understanding of autotools should do this. |

Oh too bad, think this would have been good to have. But I guess in the mean time anyone that wants to fuzz can merge this or use your branch themselves. |

@theuni can you take a look here? Would be nice to have this, but looks like it ran into the cliffs of needing build system changes. |
