ad70a7f Set the fallbackfee in bitcoind params (Andrew Chow) Pull request description: bitcoin/bitcoin#16524 Broke our tests by disabling `-fallbackfee`. This PR sets `-fallbackfee=20000` in our test bitcoind startup args.
