ffbc173 depends: Update Boost download link (Hennadii Stepanov) Pull request description: The Boost has [migrated](boostorg/boost-tasks#3) their downloads from from boostorg.jfrog.io to archives.boost.io. So do we. Modifies the release process. Updates 'develop'/'master' snapshot downloads to wowbagger.
