Trying to find a correct match between Unicode version and GHC. Updating to Ubuntu 22.04 with Unicode 12.0

Unicode versioning is a mess in GHC. It seems the only version I can test here is Unicode 12.1 with GHC 9.0.2: GHC available for s390x and all our tests pass for x86. Let’s confirm this with the last commit…

@harendra-kumar this PR is the proof that the code is ok for s930x (BE, 64bits). I needed to downgrade the Unicode version to 12.1 to match GHC 9.0.2. I will use this code without the downgrade for #98.
