[Impeller] Implement blit passes for mip-mapping and texture copies. #105148
Description
We need these passes for both performance and to unblock features like #104718.
On the performance front, high L1 cache miss rates will be addressed by using mip-mapping (which is currently unsupported). The screenshot from the following trace:
