[camera] Add VideoCapture class to CameraX plugin #111190

Part of #111138.
In the CameraX library, the VideoCapture class is the use case used to provide camera stream for a video application. Thus, this class is essential to implementing video capture in the CameraX plugin.
To be wrapped by the CameraX plugin, the static method static VideoCapture<T> withOutput(T videoOutput) needs to be implemented.
