Make "unnecessary value" and "move of const" linter checks errors on all platforms #113848
Description
Right now it is just turned on for mac. It should be turned on for all the clang-tidy runs.
Using ./ci/lint.sh --lint-all --fix on the appropriate platform can automate migrating the code.
