I implemented this as part of flutter/engine@a6421ed, @chinmaygarde did the tool half. My commit in the engine got reverted, and however we relanded the functionality we didn't add back the flag.

We can currently control this via a manifest flag, but not via a command line flag from the tool.

We should either remove the command line flag from the tool or implement it in the engine again.
