Split out from discussion in #40238: When VS isn't installed at all, the message says to install it, but not what pieces to install. That means someone may install VS without the needed components, only to get yet another doctor error that makes them go back and install more things.

We should change the message when there's no installation to include the component list, as is currently done for an installation that is missing components.

(In the future we'll have installation documentation that will make this less likely to be an issue, but there's no reason not to have the doctor message be as useful as possible even then.)
