Time picker selects "2" when I press on "1" #6315
Description
Steps to Reproduce
Gallery -> Time Picker -> Press on the number "1". notice that 2 is selected.
Also related.. now that the circle is on the "2" attempt to drag it. Notice how it immediately jumps below the "3".
