flutter/cocoon#1109 added webhook scheduling based on pull requests being closed + merged. This captures 99.9% of commits added to flutter repos.

However, release channels are pushed to based on the release candidate branches.

For now, these release channel pushes will need to use the cron based method until the PushEvent is added to package:github and implemented by the cocoon scheduler.
