We're trying out using -dev versions as a way to collect minor changes to plugins that warrant a mention in the CHANGELOG, but not their own publish cycle. The progression should be a.b.c->a.b.(c+1)-dev->a.b.(c+1)-dev.1->...->a.b.(c+1)
