[video_player] Support for listening to precise duration events #90080

Steps to Reproduce
- Run
flutter create bug. - Update
pubspect.yamlwithvideo_player: ^2.2.0under dependencies - Add a video player with a controller and listen to the events. Print the current position using
controller.value.position.
Expected results:
Every millisecond was printed on the console.
Actual results:
The console was printed at each second.
