Today, https://flutter-dashboard.appspot.com/#/build only supports flutter/flutter. As infra scales, we need to be able to build a single tool that can work for every repo the team supports.

To do this, we should start relying on passing the repo slug everywhere instead of assuming it should always / only be flutter/flutter.
