Note that bumping mime regresses tool unit tests: #118412 (comment) that will have to be resolved, either in this PR or the other one, in order for this change to land.

I'm working my way towards getting
package:devtools_appto accept a dependency onpackage:vm_service ^10.0.0. This PR includes manual updates topackage:integration_test,package:flutter_driver, andpackage:fuchsia_remote_debug_protocolto make them depend onpackage:vm_service v10.0.0.This PR also includes the result offlutter update-packages --force-upgrade.
