A user can end up with Fuchsia SDK artifacts at some point, and then even if they do
flutter config --no-enable-fuchsia, this line makes them keep using ffx to find devices.This patch gates the Fuchsia SDK's availability in the tool on whether the user has explicitly opted into using Fuchsia.
