Description
This PRs fixes the label text color for a filled text field.
Previously, when a text field was focused and hovered, the hover color was used. With this PR the focus color is used.
Similarly to #146127.

Notice that in both cases, the background color does not change, but it should, see #14657. I will file a PR for it once this one is merged.
