…3844) The github-bot-bot part of flutter/flutter#152402. The major change, once again, is to clarify that the test exemption group is small and volunteer, and their is a responsibility of the reviewer to enforce our rules and _not_ delegate that to the exception group.

Other than a bit of reformatting, I wanted to clarify that the PR reviewer should still _agree_ an exemption is needed (i.e. not defer this responsibility entirely to our small volunteer staff of reviewers), and that _all_ reviewers should feel empowered to push back, and not wait for a test exemption reviewer to do it. This [matches the guidance in the bot](https://github.com/flutter/cocoon/blob/f1b20b6e4c9f5c1b180425caa166ff4f60001d9e/app_dart/lib/src/service/config.dart#L253-L255). If this change LGTY I can make a [minor change to the Github bot](https://github.com/flutter/cocoon/blob/f1b20b6e4c9f5c1b180425caa166ff4f60001d9e/app_dart/lib/src/service/config.dart#L239-L255) as well.
