Ultimately get rid of (or tweak) it, but I don't want to disrupt Kent's workflow by removing so I'll take a look this week.

Follow up from flutter#165258 Removes references to the deleted Infra-Ticket-Queue.md, and mentions of the Infra Ticket Queue Github project.
