The From some quick research, it's not clear to me that this deprecation is strictly necessary to support Windows clipboard with multiple windows. I suspect that the HWND that owns the clipboard might not need to be the window that initiated the clipboard action. I suspect that instead Flutter Windows could use a shared HWND as the clipboard owner. For Flutter Window's task runner, we create a shared message-only HWND here. Could we use a similar approach for the clipboard? |

… of the implicit view (#173076) alternative to #172719 ## What's new? This pull request removes the implicit view assumption from the clipboard on the win32 platform. To fix it, we create a read-only "null" window handle that we can use to do clipboard things with.
